GVEDIS

GVEDIS is an information system for resource management and bookkeeping. The system provides the full cycle of bookkeeping from entering the primary documents to making reports.

It is tailored for the accounting principles of state and local government institutions and commercial enterprises. More than 2,000 users work daily with GVEDIS.

APPLICATION’S FUNCTIONALITY:

Data classification: single and centralised maintenance of data classifiers: accounts plan, revenues/expenses codes, VFK, institutional sectors classification, accounting dimensions, projects, financing sources, structural units, lists of companies.

Money assets accounting: accounting of cash and cashless money transaction, integration with POS terminals for card payments. Processing online payments with Latvian commercial banks, the State Treasury and Latvian Post. Automated exchange of transaction information with the systems NINO, NOMA, SOPA. Swift control of budget, revenues and expenses.

Stock accounting: accounting of tangible values according to the requirements of relevant legislation, including the FIFO method. Various types of reports on the movement and balance of materials.

Accounting long-term investments: full accounting of long-term investments by transaction types, e.g. acquisition, exclusion, internal movement etc. Versatile data selection options and simple use of long-term investments data in making annual reports. Automated tool for comparing bookkeeping data with the data of the State Land Service.

Accounting debtors/creditors: single accounting of debtors and creditors based on the Population Register and commercial registers.

Accounting of agreements

Personnel accounting and salary calculation: accounting personal data: employment relations, orders, instructions, vacations, sick leaves and education data.

Integration with information systems: for swift and accurate data processing, integrations with state registers and other information systems have been implemented.

Data renewal and exchange:

  • With state registers, e.g. Enterprise Register and Population Register;
  • Single Local Governments System applications NINO, NOMA, SOPA, LIETVARIS;
  • Online exchange with Latvian commercial banks, the State Treasury and Latvian Post.

Options to make and consolidate reports: wide data selection and report making possibilities. The system provides convenient budget planning, consolidation, making reports and budget fulfilment control, which substantially make easier the work of institution management and accounting specialists.

PROS OF THE APPLICATION:

Budget planning and control.

The entering and control of budget can be delegated to the responsible employees of a subordinate institution, e.g. school management, which substantially reduces the workload of the budget planning department. The possibility for heads of subordinate institutions to access the budget planning module makes it possible to follow the expenses of institutions on a daily basis and to identify them by the transactions carried out.

  • Centralised and decentralised budget planning;
  • Entering cost estimates and their explanation descriptions, coordinating and approving them;
  • Amendments to budget and cost estimates;
  • Wide cost estimate and budget reports creation options;
  • Data selection and grouping options by budget type, institution, financing source and other budget planning dimensions;

Integration with the applications of the Single Local Governments System. To ensure fully accurate and automatic accounting of liabilities and automatic local government functions support processes, several applications of the Single Local Governments System are integrated with RVS GVEDIS:

  • Social aid administration application (SOPA.);
  • Real property lease administration application NOMA;
  • Real property tax administration application NINO
  • Document management application LIETVARIS.

The system has integrated a catering module.

The module provides the possibility to plan menus and control nutritional values as well as integration with the food products storehouse in the application RVS GVEDIS. The food products storehouse provides simple and convenient accounting of products and viewing the presence of products as well as controls in the storehouse at a certain date. Product movement control both in kilograms and product package units. The processing of the relevant data can be delegated to the responsible persons thus making easier the work of the accounting department.

Online banking solutions.

An online data exchange solution with commercial banks, the State Treasury and Latvian Post provides receiving of account statements and processing in the resource management system GVEDIS.

E-services

The local government’s residents can be offered a more convenient way of payments using the portal www.epakalpojumi.lv to pay invoices. The portal has the possibility to view and pay invoices made by the local government using one of the following bank for Internet banking: Swedbank, SEB, Luminor, PNB Banka, Industra bank, Citadele.

Submitting meter readings.

Local governments, to make its customers more satisfied and improve the work processes, can offer to its residents to submit water meter readings electronically. The electronic service Submitting Meter Readings makes it possible for the residents to submit meter readings online for free on the portal www.epakalpojumi.lv. When submitted, the readings are automatically available to housing managers in RVS GVEDIS.
